The Voting Solutions for All People (VSAP) offers Angelenos what is arguably one of the most voter-centered and forward-looking election experiences in the world.
The County’s diverse population can cast their ballot at any vote center within the county, over an 11-day period, and in any of the 19 available languages. Voters also have the option to mail in their ballot or record their selections on their mobile device before heading to a vote center to generate their ballot with the previously made selections and cast their vote.
Underpinning this remarkable level of convenience is the voting equipment designed by LA County and manufactured by Smartmatic. Since its official launch in 2020, Smartmatic has also provided a range of services to ensure that vote centers in the county are voter-ready.
Los Angeles County’s VSAP is a groundbreaking election model that has set new standards for convenience and voter-centric service.
The 2024 Presidential Election by the Numbers
- 5, 674,836 registered voters (lavote.gov) *
- 649 vote centers prepared
- 11,024+ BMDs configured and deployed
- 3,520 electronic poll books dispatched

Services for the 2024 Presidential Elections in Los Angeles County
The 2024 presidential elections mark the second presidential election in which the VSAP system has been implemented. To ensure a smooth experience for both poll workers and county election administrators, Smartmatic provided the following services:
- Installation and dismantling of voting centers: A schedule was followed that allowed for the progressive setup of centers, starting several days before the election period.
- Training of poll workers: Approximately 700 workers were trained in an intensive program, providing them with detailed knowledge of the layout of voting devices and electronic poll books, in accordance with county specifications for vote centers.
- Warehouse management: Organization of the warehouse where devices are prepared, configured, deployed to voting centers, and later retrieved.
- Preparation and configuration of equipment.
- Distribution of equipment to vote centers: Ensuring the chain of custody from the warehouse to each vote center.
- Data management and real-time reporting: Implementation data is collected to support county decision-making and optimize logistical processes.
