Honduras: First use of biometric authentication

Biometric voter identification system supports 5.2M voters in Honduras

With the goal of verifying voter identities during the 2021 general elections, the Honduran National Electoral Council (CNE) deployed 20,000 biometric devices at over 18,000 polling sites (Junta Receptora de Votos, JRV). This was the first time Honduras used this type of technology for voter verification.

Smartmatic provided a comprehensive suite of technology and services to ensure a successful first-ever deployment of biometrics. The company was selected after receiving the best evaluation as a software and hardware provider. The international bid carried out by the CNE included five other companies.

Technology

The Smartmatic-supplied VIU handheld biometric device integrates a fingerprint reader, a camera, barcode technology and GSM connectivity. It is rugged, lightweight, and portable, with an internal battery that gives it a minimum of 18 hours of operation.

By storing large amounts of voter information (electoral census), the device also helps with polling station management. For instance, if a voter goes to the wrong station, the device can deliver the right information. During the 2021 general Honduran elections, biometric technology gave 100,000 voters correct and immediate information about their polling sites.
