Smartmatic's electronic voting technology with a paper back-up is successfully used in Venezuelan elections
Caracas, August 9, 2005 .- Once again, the security, reliability and accuracy of the Smartmatic Automated Election System (SAES) was on display during last Sunday's municipal elections throughout Venezuela. Voting machines were prepared and distributed in record time and attained an industry leading uptime of 99% throughout the August 7, 2005 election. Results from 85% of the electronic voting machines were received in the first two hours after polls closed and partial results were obtained immediately. Finally, an immediate election night audit 'consisting of opening and counting voter verified paper records from more than 6,500 ballot boxes (one per voting center) confirmed the accuracy of the equipment and the final report of election results.
Despite the high complexity of the election that took place in Venezuela on August 7th (35,274 candidates running for 5,618 municipal council and parish posts), citizens from throughout the country found the electronic voting process to be simple and straightforward.
Throughout the pre-election preparations, the casting of ballots on Election Day, the rapid electronic tallying on Election night and the successful post-election audits, the high-level of security and efficiency incorporated in the SAES were on display. In addition to the technological security built into the voting machines, the simultaneously printed paper ballots records (a standard feature of the SAES) allowed each individual voter to check his or her choices and were used during an election night hand-counted audit of more than 6,500 ballot boxes.
Prior to the election, the SAES solution was subjected to several tests, including:
> Engineering Test (June 22 & 29)
> Audit of the Voting Machines' Preparation Process and Source Code (July 6
> Election Simulations (July 10 & 24);
> Pre-Deployment Audit (July 31)
In all pre-election testing, Smartmatic's election technology demonstrated a high-degree of reliability, security, usability and most importantly, accurate and verifiable election results.
Smartmatic's support of the Venezuelan Municipal Elections included:
> 100% of Smartmatic's hired technicians arrived at their respective polling centers.
> 99.2% of all voting machines installed more than 6,500 automated polling places performed flawlessly.
> Every electronic ballot was backed-up by a permanent paper record that was printed and reviewed by each voter at the polling place.
> The paper ballot boxes from one machine in every polling site were publicly recounted by hand on election night to affirm the accuracy of the electronic vote tally.
> Only 260 (<1%) voting machines were reported as having any type of problems. Of those, a full 80% had been repaired or replaced in less than 60 minutes. In no case were any votes lost due to any type of equipment related issue.
> Out of the 24,500 SAES-3000 and 2,500 SAES-3300 voting machines deployed, only 101, or less than 0.4%, were inoperable on Election Day.
> On average, voters took a maximum of one and a half minutes to cast their ballot using the SAES voting machines.
