Election data transmission services validated
Caracas, June 30, 2005 .- The National Elections Council (CNE, after its name in Spanish) held on June 22 and 29 two successful election data transmission trials to validate the technological infrastructure for the coming local elections of August 7, 2005.
Both engineering trials covered 694 SAES3000 voting machines deployed as follows: two at each of the 335 Municipal Elections Commissions (JME) ? 268 using wireless data transmission and 67 using satellite data transmission services - and one at each Regional Electoral Offices (ORE). Of 694 voting machines used only 5 came up with operation faults: a successful result for Smartmatic?s technology.
The trials lead to certify the communications means at the ORE?s and the JME?s all over the nation. At each location a voting machine is installed connected (on at a time) to the Primary and Secondary National Totalizing Centers. A transmission process is started for two hours. This allows testing all transmission means at every JME and ORE: fixed telephone line, CDMA1X (cellular) and VSAT (Satellite links).
The connection through communications channels operated by CANTV is direct from each JRE and the operation is monitored from the National Support Center manned by 24 operators, 2 project managers and a project director from Smartmatic, two support technicians from CANTV and three members of the Automation Section of CNE.
The trials are carried on by the Support Technicians assigned to the elections project, led by Smartmatic (Technology and Election Planning Divisions), under guidelines issued by the Automation Division of CNE, who also provides authorized regional facilities and underwrites the trials. Other actors were CUFAN (Unified Armed Forces Command) who provided public security and equipment watch and CANTV, who coordinated everything related with telecommunications.
Ms. Tibisay Lucena, Principal Rector of CNE, assured that the logistic trials of the ballot transmission system were successful, with 99.4% of equipment and JME satisfactorily connecting and transmitting data. She declared that in the two JME?s (Atabapo Municipality in the State of Amazonas and Jacura Municipality in the State of Falcón) where a connection could not be established, the cause was traced two power outages in both cases.
Lucena further declared her full satisfaction with the development of the trials with regards to logistics, due to the mobilization capacity of the operators of voting machines and to the distribution of those machines.
Spokesmen for Smartmatic explained that these Engineering trials are one of the steps of the SAES automated voting solution to demonstrate and validate - before the elections themselves ? the proper functioning of this elections technology.
